Job DetailsJob Location Washington St Campus - Portland, OR - Description Volunteers of America Oregon is seeking an operations leader to join us on an exciting journey as we embark on a transformation project to redefine how we deliver care to those who receive services from our outpatient programs.



As a community-based provider of family safety, substance use treatment and prevention, behavioral health, and reentry services, Volunteers of America Oregon is dedicated to making a meaningful difference in the lives of our clients and the community. Our outpatient clinics serve 700 clients per month, and we're committed to ensuring that each individual receives the highest quality of care tailored to their unique needs.



We're thrilled to announce that we've recently launched a transformation project aimed at reimagining and enhancing our outpatient services to better serve our clients, community, and stakeholders. To support this initiative, we are seeking a leader with extensive ambulatory healthcare experience to join our team as the Outpatient Director of Operations.



In this role, you'll have the opportunity to work closely with our clinical leadership in a dyad model to develop and implement administrative and operational processes that align with our transformation goals, and partner with internal and external stakeholders, including clients, employee work groups, and coordinated care organizations. Your expertise will be instrumental in integrating feedback-informed treatment, trauma-informed care, patient-centered care teams, and robust operational functions to effectively serve our high-risk, high-need client population.

This is a full-time position with excellent benefits! Benefits package includes medical, dental and vision insurance, life insurance, short and long-term disability insurance, 403(b) with automatic 5.5% contribution after 18-months regardless of employee participation, flexible spending account, employee assistance program, and other voluntary benefits and discounts. Generous paid time off plan includes 15 days in the first year, 23 days in the second year, 26 days in the third year, bereavement leave, jury duty leave, and nine paid holidays. The Outpatient Director of Operations will need to have education, training, and experience in the following areas:


  • Have a Master's degree in healthcare administration, community health, public health administration, business administration, organizational leadership, operations management, or a related field, or a similar advanced degree or similar combination of education and relevant experience.
  • Have a minimum of 5 years of operational leadership experience at the Senior Manager level or higher with demonstrated experience overseeing operational program development and implementation within a healthcare, social service organization, or public sector organization.
  • Have experience leading large-scale transformation and change projects within complex organizations.
  • Have experience effectively managing and leading within a complex system comprising diverse stakeholders, multiple locations, and individuals with varying backgrounds.
  • Have experience establishing and fostering community, organizational relationships, and external strategic partnerships in a senior leadership role.
  • Have demonstrated a high commitment to diversity, equity, and inclusivity within past experiences and organizations.
  • Have the ability to pass a criminal background check with the State of Oregon Background Check Unit.
  • Have the ability to meet auto insurance requirements, including holding a valid driver's license, and having a reliable form of transportation in order to travel between VOA Oregon worksites and partners.


    The Outpatient Director of Operations will perform essential duties & responsibilities that include:


    • Partnering with the Clinical leadership of the Treatment division on the realization of division strategic objectives while identifying sustainable and efficient growth opportunities aligned with Volunteers of America Oregon's mission and Treatment division initiatives.
    • Developing and uphold the operational plan in collaboration with clinical and executive leadership.
    • Overseeing significant organizational projects, with responsibilities for day-to-day project development and the successful achievement of project milestones.
    • Collaborating with key stakeholders, including senior leadership and external partners, to establish and maintain comprehensive project plans, ensuring adherence to timelines, budget, and quality standards.
    • Monitoring and evaluating project performance, identifying areas for improvement, and implementing corrective actions as needed to ensure the successful attainment of project goals and objectives.
    • Directing the activities of external consultants engaged by the Treatment division, collaborating with external consultants to develop project plans, timelines, and resource allocations in alignment with project goals.
    • Fostering collaboration and consultation with community partners to develop programs that address the community's needs within the organization's scope of expertise.
    • Fostering effective communication and collaboration among multidisciplinary teams to optimize the delivery of integrated behavioral health services and ensure a client-centered approach throughout the Treatment division.
    • Providing guidance and support to the clinical leadership in developing and implementing policies, procedures, and protocols necessary for the smooth operation of the Treatment division, while complying with all regulatory, funder, and internal requirements.
    • Supporting the implementation and utilization of feedback informed treatment throughout the Treatment division.
    • Overseeing the comprehensive administration of the Treatment division operational initiatives, including the evaluation of clinical service results and program activities.
    • Ensuring compliance of the Treatment division with local, state, and federal laws and regulations.
    • Working alongside clinical and program leadership to formulate, administer, and monitor budgets. Assess the necessity for additional resources and spearhead budget implementation, with ongoing monitoring of financial performance and the execution of corrective measures as required.
    • Collaborating with Quality Assurance leadership to implement quality assurance and process improvement initiatives within the Treatment division.
    • Supporting the Rehabilitation division and Children and Families division with operational initiatives when intersecting with services provided by the Treatment division as necessary.

      Position Type/Expected Hours of Work: This is a full-time, salaried exempt position, typically operating from Monday to Friday. Evening hours or weekend work may occasionally be required. This is not a fully remote position. The position may have the ability to work in a hybrid capacity.
